Are the jaguar cichlids stressing it out maybe?

I DON'T KNOW THEY ALWAYS ACT THE SAME THEY CHASE EACH OTHER AROUND SOME TIMES THEY HIT THE OSCARS SIDE BUT NOTHING SERIOUS BUT MOSTLY THEY CHASE THE OTHER JAGUARS

Could be a number of things from the description, stress is as likely as anything to affect a cichlid's behavior. And as you do have some more aggressive cichlids with him, I would watch the tank to make sure he isn't just being bullied when he comes out from "his spot".
Internal parasites also come to mind when you mention that he is not eating.

If an oscar has a spot, then generally it is too stressed out to swim out in the open.
