Neon tetras can be fin nippers. Also what about some type of smaller loach or maybe a Roseline sharkminnow

Roseline sharks get 5-6 inches and are active swimmers. They aren't suitable for a 29 gallon cube.

I have neons with balloon mollies. No aggression or fin nipping.

Didn’t know they got 5-6 thought only a couple inches

No aggression from neons. The stocking you have in mind is good. Only issue is that dwarf gouramis are very disease prone.

yeah they have "European Monarch" genes

Try honey gouramis. I have them and they don’t show any aggression, and have amazing mango orangy colours

1 Powder Blue Dwarf Gourami
3 Platys
6 Neon Tetras
5 Guppies
2 Cory Catfish

These fish sound like a great stock list. Those fish should workout great for her. She gets what she wants and then some. You have some very good ideas. I say go for it.
