How long does it take to re-appear after you wipe it off? Also, what is your water change schedule? Does it re-appear right after a water change or take a few days to come back?
 
Another way to tell the difference between true algae, and cyanobacteria is to feel it, rub your finger on it.
Most true algae will have a slightly gritty feel.
Cyanobacteria is usually more slimey to the touch.
And red algae, can come in a variety of tints, some more red, some brown, some yellow.
While doing my microbiology studies, I had a text book dedicated to just the algae species of the U.S. western great lakes, there were over 1,000 different species.

Cyano. You can dose with chemi clean to get rid of it. It’s a sign that you have detritus build up and need to improve flow or maintenance practices.

My filter motor broke down a week or two ago and I just got a new one and it’s up and running. My water change schedule is %30 every other week. All my fish are juveniles though.

I think you’re gonna want to test your water and post the results for the best advice
 
It has made it on to my El Niño fern. Is it locked in that I should dose with chemi clean?
Picture? Does it feel slimy? If so, then yes. Half dose for freshwater.
