Very few ray keepers appear to be able to house them at that size and larger because it requires a tank bigger than the usual largest tank of 8ftx4ft. It looks like this is the answer to your dismay at the lack of success in rehoming.
Anyhow, we are only getting in the ray game because we just got our first ray permit from the state of FL and IDK much about them but learning. She could have been first ever at our Aquarium Attraction. I'll stop here. If I continued explaining myself, it'd be inconsiderate to your goal.

Yeah and funny enough she dwarfs an 8x4... she makes my 12x6 look smaller than it is
If you want the fish, pay for it. There’s too many lowballer in this hobby, if a fish is listed for free/cheap everyone will jump on it. We as hobbyist want to ensure they go to a good home, the first impression when purchasing it is already a red flag. The amount of overhead cost to take care of the ray is far more than the cost of the fish itself. If you can’t even afford the fish then why bother.
