A parachromis multifaciatus male OR female can be housed in a 4ft tank. A female parachromis mota female could be housed in a 4ft also.
But these recommendations are to be noted as a solo only. No other tank mates, not even a breeding pair.

I too have a pH of 7.2 with TDS of 65ppm, which is soft. So I use crushed coral in mesh bags in my filters and some of my tanks have a mix of Aragonite and PFS. Both methods raise my ph to 7.8 with a TDS of 110ppm.
 
You can definitely "get away" with 2 tidal 110's on your 4 ft by 2 ft by 2 ft tank...

"enough" filtration on an aquarium is a very wide range.
At a bare minimum, you need to create enough surface agitation to oxygenate the water, move the water enough to put ammonia & nitrites in contact with beneficial bacteria and prevent dead spots.
There effectively is no maximum...

With the 2 tidal 110's you may have small particles in the water column. You may not get all the poop up off the sand/gravel. You may have to service the filters more often than you like. But it'll surely work.

That said, slapping the FX5 on isn't a guaranteed fix all. It still matters where you place the intake and outlet as to if it collects the solid waste or not. Some people prefer for their canister not to pick up solid waste, as if it does you have to clean the canister more often.

Filtration can be kept very simple... or made as complicated as you want it to be...

I'm definitely one of those on the canisters with a pre filter on the fx series.
During a water change, I remove them, rinse, and then reattach to intake hose.
 
Just an FYI, JDs are from Central America, and the Yucatan in Mexico, and prefer hard higher pH water, and are really not apropos species to kept in a smallish 4 ft tank with an oscar.
I know people unaware of , or oblivious to geography and water parameter differences put them together all the time, but that doesn´t make it an appropriate combination.
