How big is it? They eventually fall off on their own. He'll be fine.
I had a ornate and a endli that kept there's at 8", I ended up selling them before they fell off.In less oxygenated water, they are forced to breathe at the surface with their lungs(possibly the reason to losing the external gills). My friend's tank was highly oxygenated, and all of his endlis at 6"-8" had crazy long external gills.

IMO no, they'll adapt and use their lungs anyway.maybe 4 inches
Do you think a bubbler is necessary?
the gills bother me so much...it's like so...inside out and vulnerable...
