10 GAL PLANTED?

dude just go to petco i dint usually shop there but you can buy a lit with a light for about 13$ or 26$ of you want a nicer bulb

so the only reason u can plant a 10gallon is cuz of inadequate housings? sure it might take more maintenance with the trimming, but lighting isnt that big of a problem. there are plenty of products out there that u can either DIY or buy

Again, a very ignorant statement. There are tons of great lights out there for 10s and even smaller. A 24" fixture is very common, and will work fine on a 10 gallon, even though they are 4" longer. A 10 gallon planted tank is far from difficult to setup.
 
So give me a input on this scenario:

Start with about 1" of topsoil and top it with 1" dark sand/gravel mix. Improve lighting to about 2 watts per gallon (make sure bulb spectrum is optimized for plants). Plant with low-light stuff like anubias, java fern, crypt's, etc.

What about Amazon Swords, Dwarf Puffers, Crawfish?

Is a filter mandatory, or would weekly water changes suffice?

sounds good not sure on fish . if you have a few fish you will will need a filter . i think you can keep like an adult guppy alive in an unfilterd tank but you need like 4 gallons of water per fish . also java ferns grow slow but could one day grow huge so be mind full of that .
 
Amazon swords are high light plants. I don't think filters are "mandatory", but they are so ingrained into my fishkeeping that it would scare the pants off me to not have WAY more filtration than I need. I do know weekly water changes are not as good as 2-3 times per week water changes, especially if you don't have a filter. As far as the puffers go, afaik they need some salt in the water (again, I may be wrong), and I don't think most fresh water plants like salty water...
