You're wasting your time cycling a large pred tank with small mollies. No way will they ever produce the bioload needed to support the fish you are planning, even if you only stock them one at a time as juvies. Get the live rock you'll need to support the bioload (1.5-2lbs/gal) & cycle with that. Get yourself a good LARGE skimmer. Even better, plumb a large sump to the tank.

I highly suggest against combining puffer species. I also only suggest keeping 3 larger species in that tank or one puffer & a few fast-moving smaller species. Also, puffers & lions don't mix well.
 
Well said Pufferpunk. I would say 1 lb of rock per gallon would be enough. 2 lb per gallon would be quite a bit of rock. It would depend on how porous too I presume. I don't really get my mind set on a certain amount of pounds, more a feel type thing. Enough swimming and hiding places.
 
Live rock is an interesting thing. It definitely helps with filtration, but only from a biological stand point.

If you buy high quality rock, (and I recommend that everyone does, there is a big difference) it will be more porous, and have more surface area for bio filtration.

Dont try to force rock into a tank because people say that you need a certain amount of pounds per gallon. Work out a structure that works for you and your fish, and try to use as much rock as possible to get there. Win-win.
