If you use a canister filter, you could get an inline heater that you'd just splice into the return hose from the canister. Or you could just use a submersible heater. I would use a heater guard to protect it from being broken, or just buy one of those "shatterproof" ones.

you could just have it sit on the bottom. I do that and I find sometime big burrows under the heater were my turtle dug under it. kinda funny to see.
