There really is no average... you can get a ray for as low as 50 BRL (14 USD) with luck or 6.000 BRL (~1.600 USD) for a higher end pair, these are the species, sizes (If I remember them) and prices I've seen over here:

P. sp, 4~5" 14 USD
P. signata 8"~26" 16~110 USD
P. wallacei (old hystrix) 5~7" 34~81 USD
P. motoro 7~9" 81~95 USD
P. henlei 110~270 USD
P. falkneri 270 USD
P. jabuti (Pearl) 400 USD
P. scobina 110 USD
P. leopoldi pair 1.600 USD

Granted Brazil is pretty big, you can get wc motoros for around 15 USD in the amazon basin, and in a big city far from collection points will have significantly higher prices, also some of those were probably illegal (Pearls and falkneris CAN'T according to our law be fished for ornamental purpose (The pearls MAY be CB, the falkneri definitely wasn't) and signatas are from the Parnaiba, right in the middle of Brazil, theres not much exporting around there so there isn't an statement about signatas in the 2016 CITES of freshwater rays).

Now that was quite a bit of info, so onto rays, I've been thinking of getting a female signata from a friend, she's big, eating pellets, but not dewormed, 110 USD, maybe I'll look into getting one henlei female when they come up to the market again, and possibly some wallacei, the guy from the signata has a pair of pearls and has been going through some cash difficulties, if he ends up selling them I'll do my best to buy them, or if he gets pups that'd be pretty cool too, pearls are just about the rarest ray I've seen here.

This is my friend'd signata:

And his pair of pearls alongside a very pretty henlei of his.
