They still need more than 15 gallons just cause their small doesn't mean they don't need a good amount of space, but its your tank and your gonna do what you want weather we approve or not

Im curious why you keep saying cubic inch? A 15G will always be a 15g and a one inch fish is a one inch fish, so how are you coming up with half a cubic inch?

IMO a 15g isn't good for much at all, maybe a QT tank for one small fish, or a small school of neons, but the betta with some of the fish you mentioned is not a good idea at all.
