Venturi's usually restrict flow by about 20% leaving the venturi.

I first started using them in the 80s making protein skimmers
the one directly above, is a Hayward Spa Jet venturi, it's quite bulky, 1.5" inflow (right), it has a 24" air intake tube, and the cost was about $40 way back then (not including the ball valve (right).
