You know that non biological filters, need more water passing through them per hour than biologicals. So how much water is passing through you 4-55G drums filter per hour? And what is in these drums, mables, Gravel or varing sizes, sponges, Chemi-Pure, Floss?
i plan on having about 10000 gph going through them. i will probably have a mix of anything cheap i can find - sponges, pot scrubbies, hair curlers ect....

4000g pond and you gonna you whatever cheap stuff you can find to fill the filters, hmmmmm. Ok either contact directly manufacture of said "Pot Scrubber" and ask if they will cut too size for you, or try say a hardware center Home Depot, whatever for A/C Filters which come in different coarseness & thicknesses and are far cheaper than purchasing poly-pads from LPS. The use of varying grades of Gravel in at least one canister, will build a biological bed requires little if any cleaning and will never break down requiring replacement.
I live an a rental property and i really want to make this pond out of cinder blocks. is there anyway i can do this without dameging the basement floor or would i be better just building it from wood?

Now theres an interesting question, in more ways than one. I maybe wrong about this but I would think that you would end up damaging the floor somewhere along the line. Because your saying you wanna use cinder blocks, well I'm assuming here that you intend on cementing the blocks together and either filling the structure with a lining or cementing the blocks to each other and also to the floor and then filling it with water. Well that will damage the floor. Using a lining will also damage the floor if the lining ever leaks or you start to get condensation in the summer time.
Now I gotta ask, if you have a few other large tanks and your putting in a four thousand gallon tank/pond, why don't you just own instead of rent?
Money doesn't seem to be much of a problem. Anyway, I'm not really the right person to offer building custom tanks/ponds. Keeping and maintaining, stocking, that I can answer with a good degree of knowledge. The largest tank I have ever been part of building was a 300g, and the largest single tank/body of water I have ever managed was 1200g. But I have also managed shops with 3500g~5000g of water combined fresh and salt water.
This just my opion but 95% of all fish look better from the side than from the top, some of the exceptions would be Japanese Koi, Arapiamas (which look Superb from the side also, especially if there not huge 4ft~6ft Monsters yet). And a few other fish and thats about it. For me and ideal tank would be 4'Wx4'Hx12'L not sure what the gallon would be there but that would be a Super tank, so many different setups of fish that I can think of that if I had the money I would have too do at least 2 tanks that size. Anyway good luck on yours.

He said i can put this in just as long as i dont damage the floor. i will have a dehumidifier running to help the humidity as well as plastic over the top when not viewing. What if i put the bricks together but not to the floor and then use a pond liner? would i lose to much strength? there is also a drain in the floor to catch any leaks that may occur.

Plastic cover when not viewing?, you talking bout this pond you wanna build? The one with living creatures in it? When you say 4000g pond you mean a structure that you can block out all light when not viewing, to help keep the fish from splashing about and in the dark except when you wanna enjoy them. Dude I don't know what to tell you anymore, it sounds to me that things are pretty mess up there, both in thought andin practice.
your not understanding what i am trying to say if you look at alot of the indoor ponds on this site they have a clear plastic tarp on top to still allow light in and also keep moisture in. i have a 2 year lease with my dad i should have specified.
