He had this setup in his older 200g and it worked great! He adds a little bit extra dechlorinator like prime and there's never a problem. John Marcus was using continuous water change on his tanks for several years before changed to using nitrate filter. He was treating the incoming water with seachem prime fed via a metering pump. For a tank your size I would recommend putting a carbon filter inline to remove chorline. Don't use one for ro/di filter, it's too small. Find a carbon tank that's 1cu/ft or bigger, it will do the trick.
As for background, you might want to look at foam background from aqua terra. Take a look at this http://www.aquaterra-intl.com/gallery.html They make a version called the mesa rock wall that you can installed like a tile and add 3d rock pieces to it to create a three dimensional background. It lookes really good. (full discloursure - I am an authorize dealer for aqua-terra products)
As for heater, I've never been big fan of titanium heaters. They're not really reliable. Here at my shop, I made large heaters out of hot water heating elements you can buy from Home Depot for about $15. They have a 1" regular thread pattern and you can hook it up to a temp controller like a ranco. If you need more info, just let me know.
