What is you lowest temp of the year? I'm somewhat on the fence whether to recommend the titaniums and controller from Jehmco or to say to get an inline pool heater.
You also might want to consider filling the cavities of the cinder block with insulation to help retain heat. I know it worked with my house & made a considerable difference in the temperature of my basement. I had it professionally done with a non-toxic foam. They just drilled holes from the outside to inject the foam. Just make sure that the product you use is impervious to moisture.

Tip: This is so easy it's hard to believe more people don't use it. If your already going to have a overflow for water-change just add a trickle system to your tank. Basically put a hose/pipe from your house water and set a trickle to the tank, 1 gallon, 2 gallon, 4 gallons per hour, what ever volume you think you need. Add the clean water to the opposite side of the tank the over flow is at. Run your over flow drain to your favorite plants/trees, trust me, they will love that fishy water!
Advantages to this system: Your not shocking the fish with 200 to 300 gallon water changes in an hour, your spreading out the same amount of water change for a whole day.
No mechanical parts to get stuck or broke. Clean water goes in one side of the tank, dirty water overflows out the other side.
Free water, if you were going to water the back yard anyway might as well use the dirty fish water.
Not affected by power outages. That's right, when you lose power your at least getting a little flow through your system. Not much I agree but it's something.
