Second, when a lfs gets flowerhorn they usually pay about $5 each tops and the FH are all low grade anyway. When they pick up a $5 fish and sell it for $35 that is stealing. It is one thing to sell a high quality FH fry for $35 but lfs pick up anything they can find that is called FH. At least in my neck of the woods.

Let's face it he swindled. No matter how you word it or what you say the fish store paid he bought something as something it wasn't on purpose to benefit himself. No different then going in somewhere to get hard goods and changing price tags, or some other scheme that rips off a store.

Also what you said regarding the lfs charging a markup is not "stealing" but business. Stores do have to make a profit. This does not mean you have to buy from them.
