The Puffer will outgrow your 90 gallon. The lion can grow to the size basketball and is best suited in a 125. 90 gallons have the same foot print as the 75, so basically your at the minimum tank size for each fish individually. But now you want 2-3 more fish, your going to have to upgrade or go with some other choices.

Fuzzy dwarf or smaller lion fish

that would be good in your 90 gallon. Anglers are never good with any other fish, they need a tank to them selfs. With the dog face you already have you should be purchasing a 125, thats his minimum tank size for an adult puffer

I feel like I am back to square one again. Can I have corals with my dogface puffer or will he eat them?
Now that I think about it, Canuck is right as usual 
......if I was in your situation I would sell the 90 and use it to pay some of the 125 or even a larger tank.....180. The 180 you may get away with the eel, lion, puffer and maybe a tang or two.....
