No clue on how to sex them, but I've heard they are difficult to accurately sex.

I also heard these guys like temps in the lower 70s is this true? I read that they also want to have their tank mimic winter conditions three months of the year

Balzanii are from Brazil, so their winter cool down period will be mild at best. I believe their natural waters get down into the high 50s, but no lower. Many people argue that balzanii don't even need a cool down period. As far as temps for the rest of the year go (9 months or so), 74-76 would be the perfect temp range to strive for.
