kinda of like how CITES work for arowanas.
How they chip the ones from the farms, so you know its captive.

Just saying that by your logic, then the public ARE the breeders. If you need a license to acquire a ray and then you must breed them, then you are a breeder. So then you can only sell your rays to other breeders because the same rules apply so in effect the public are breeders.

CITES seam to work for aro's i dont see why it wont for rays.
like the public buys aro's from CITES approved farms so you know they are CB.
