that's a really good question

I can't even answer it. i keep flip flopping the more i think about it.

LF looks more sneaky and conniving, but varys is patient. i once thought he didn't care for the throne. but now i'm wondering if varys has a very long term plan to put himself on the throne

both are capable of doing evil things. LF killed the king right? and look at what varys did to the wizard who castrated him. i don't know which one of those acts were scarier
 
...and speaking of scary,didn't Little Finger push that woman through the moon door?
 
that was a good display on what kind of person he is.

to me, varys is less hands on, more subtle and low key, more calm-like

LF just always looks like he's plotting something. no matter if he's talking to friend or foe, he just looks like he always has a secret agenda
