I would just add the food you’d typically feed if you had normal stock in there

None. The "bacteria" simply go dormant when there is less food... and start reproducing when there is a source of food.

You'll be fine at 1ppm, or even 0.25ppm. It depends on if you plan on stocking fully at once or slowly over time. If you chloramine treated tap water (will show up on API ammonia test), then a simple water change everyday until it is stocked will do.

If you have another tank stocked with fish just put your 30g filter on it.

I dose 4ppm every other days until I stock up my tank (I added all live stocks same time)

I’ve kept the bio material in the sump of a running tank in the past but thought it may be more convenient to just add a drop or two of ammonia every so often with an eye dropper.
