Adding ammonia.

You'll be fine at 1ppm, or even 0.25ppm. It depends on if you plan on stocking fully at once or slowly over time. If you chloramine treated tap water (will show up on API ammonia test), then a simple water change everyday until it is stocked will do.
 
If you have another tank stocked with fish just put your 30g filter on it.

I’ve kept the bio material in the sump of a running tank in the past but thought it may be more convenient to just add a drop or two of ammonia every so often with an eye dropper.
