You can add when your tank is done cycling, there really isn't an exact time. However it is safe to assume NO on before christmas.
I agree with BigG on the cucumber.
In terms of salinity I would start low like 1.018 on the initial mix reading and build up from there, as its only going to read higher the more it mixes for a bit, and then levels off.
 
honestly probably the LAST inverts you should add are echinoderms... they tend to be THAT fussy
 
ive mixed salt and it looks like its all disolved
i put it at 1.021-1.022 and its now
at 1.020 and has been for the last hour and a bit
 
the water will clear over time, and when you add your sand, its just going to get cloudy again. Giving the tank the required time is all you can do at this point. Once you start your cycle, you do not need to do water changes until the cycle is done. Ammonia = 0, nitrite = 0 and nitrate is generally going to be high. a water change will bring this down a bit, and then you can consider a few fish. Untill this point, adding fish can really cause your tank to spill some water lol. Patience in the hobby is a major requirement.

For top-off, add RO or DI or RODI water Without Salt!!!!
Because when water evaporates, the salt stays in the tank and as the water evaporates, the salinity increases, so top off at lease once a week with freshwater to keep the salinity as constant as possible.
