You will want to focus on getting it healthy and then it will be easier to tell the gender.
I normally add some salt when there is that much fin damage. Do plenty of water changes too. Male or female, you could get it looking tip top with good care:)

Here's how she is today, all I've done is feed (freeze-dried bloodworms,frozen bloodworms, I'm going to get hikari cichlid gold pellets tmrw, and maybe some guppy fry if I can sneak them past my mom). I'm planning on by daily 50%-75% water changes starting tomorrow (the 18th).

Is the tank bare and empty? If so give her something to hide out in. So she has a safe place, and can come out on her own time.

Please don't kill me for this; she's in a 2.5 corner view, one plant makes the tank look full.
I am planning on moving my fish around to where I can have my 20 long empty for her until I get into my new house, which is when I'll be able to set up a 55 until she's like 4-6".

Promise me that when I say I'm doing my best to get all of the fish in my 20 long out so she can get in, I mean it.

while I mention that, will zebra danios nip at a green terror's fins? she's already got a bad dorsal and I don't want her getting hurt.

I only have a male paradise fish, 2 zebra danio (i've held back from buying new fish until I'm in my new house, where i'll have a 29 ready for the paradise and the danios), a male guppy, and 4 bn plecos. I can move the guppy into my 10 until I get enough time to rehome any fish I don't want.

you think a paradise would be good in a 2.5 for like 5 days?
 
I don't know, never owned them myself. Sorry maybe someone who has can chime in.

I have had fish with Giant danios with no issues. Should be fine with Zebra.
