bacteria doesnt have anything to do with oxygen. bring the output up so it can break the surface or add an airstone
 
No, I am going to the store tomorrow to purchase a nitrite tester, i have the other 2 however didn;t know about the nitrite problem unless you informed me

Ok for a future reference its cheaper to buy the whole master test kit that comes with ammonia, nitrites, nitrates, ph, and high range ph. Its also cheaper to get them ebay then it is to buy the kit at you LFS. but in your case you might as well just buy the nitrite kit seeing how you have the others.

Also remember when your ammonia levels drop the next part of the cycle is when your nitrites start to rise and that part of the cycle takes twice as long as the first part.
 
When i switched from hob to fx5 filter, i took out the biomaxx,carbon and foam from the hob and threw it in the fx5's compartments(3 layers of room) for a month or so and there you go.
