Algae out of control!~! Help!!!!

I bought a brand new tank from a saltwater fish store(100 gallon), and it has saltwater lights, This tank is freshwater and the water is always green! Phosphates are at 0, and I have to Emperor 400 power filters running and also I have PhosGuard in there. Water changes are done a lot! Especially now that it's so bad, in fact the other day I did it so the tank only had 6 inches of water left, and now it's all green again, is there any ideas? All help appreciated!
 
could be the wattage of the saltwater lights?

what is you nitrate level at ?
 
Fish in tank: Oscar, Golden Severum & Catfish
Tank set up: Around 1 month
Lights stay on: 6-8 hours a day
Wattage of lights: 65 Wats however: There are two (2) sections and each is 65 wats and each section has 2 bulbs, one of which is white and the other blue.
 
Did you ever cycle the tank properly? If it's only been up a month and you have been doing massive water changes........

Is it on the glass and rocks or is it the actual water?
