If they were aiming for a cargo plane, isn't the purpose to take down and loot it to supply your own army? so of course clean up crew was there to loot it. That seemed clear from the pics of the wreckage that surfaced. Armed rebels standing on pieces of wreckage. People piling up luggage, personal belongings. Even the audio asked if there were anything useful.

Vitally, that seems pretty left field, mostly because i see no reason to pretend it was an accident if you were framing someone.

Am I misinterpreting the meaning of cargo plane? I imagine TRUE cargo such as food, medical supplies, various types of tangible goods. Not armed force and military personnel. I assumed they were aiming to stop the transports of goods to their enemies (if true) and take it in for their own use.
