Yep,and this town is such a clip joint it seems as if paying the city the permit fee is the most important part of the process.
I'm not sure why they dont, doesnt make any sense to me. Any Tom, Dick or Harry can go and get a gun to carry concealed, even if they never shot a gun or any prior practice as long as they pay the money and their background is clean.
If their background is clean, there is NO reason not to allow someone to carry, permit or no. The right to bear arms shall not be infringed, period.
Here in PA we can OC with no permit, except in Philthy and in a state of emergency. Frankly, criminals dont get permits, nor do they OC in a holster.

Im referring to folks that have never shot before, that want a gun just to have it. My ex in Indy had 2 friends that never shot a handgun before but once they learned they can get a license with no effort, but some money, they got it. Like it or not, people need to be trained no matter if they have the right to bear arms or not. You dont just go give someone a gun that just wants it because its cool, I dont care who you are. Way to dangerous in the hands of someone that doesnt know how to properly handle a firearm, only wants to conceal it because its "cool". There is a reason most other states have a course 8 hours or more/less that teaches you safety of firearms, takes out out to the range to see how you can handle a gun, field strip it, clean it, assemble, reassemble, know when and when not to shoot, be taught the repercussions should you miss the bad guy and hit someone else, etc etc etc.... Those are just a few reasons those folks dont need a gun untill they have been properly taught.
And just because someones background is clean, doesnt mean a thing.
We can open carry in Ky just about anywhere, pretty soon you will be able to carry in bars with alcohol as they just recently passed in Ohio.
