430 watt x 24 hours a day x 30 days = 309,600 watt hours = 310 kilowatt hours x $0.1 per kilowatt hour = $31 a month to run such pump, no bubbler would be even needed to set up right, the flow will be strong (but it'd be risky, a single point failure system is a huge risk for fish lives).
$31 a month can't break a family budget. Just a paper argument.
