Animals without a collar are held for 5 days, animals with a collar are held for 10 days. These animals are available for adoption if not first claimed by their rightful owner. Sterilization of a dog or cat adopted from the Virginia Beach Bureau of Animal Control is required under Virginia State Code 3.1-796.126:1

And according the VA state law, VBAC was not allowed to adopt him out without neutering.

She also was looking for a lhasa or yorkie, now she has adds looking for a stud for her female lhasa.

The worst part, her kids will grow up thinking animals are just pawns to make cash with... God I want to meet this woman and rant her into the ground. She got this poor, poor dog who'd been through a home already, bred before he was two many times, lived in the shelter system for weeks, and was then taken in, loved, bred again, and sold for breeding. This is ridiculous...
