Hey guys I couldn't get the RO/DI unit to work as water pressure was too weak so I just got fed up and called the company that manages water in my City. Anyways after talking to him and complaining about high nitrates, he told me that the apartment water had nothing to do with the city and is private. But whats odd was that the water which I initially tested to be over 40 PPM tested at 21 PPM when he tested it. So after hearing this I retested it and it was indeed at 21. I know I tested 40 PPM for sure before (tested over 5x). There was probably a month gap between the last test of 40 and the test of 21. Since the water is not a part of the city is it well water? Is that why the nitrates fluctuate?

i've never heard of an apartment having its own water resources. there would be no way they'd have a well or cistern large enough to accommodate the amount of people in an apartment building and have it not run dry (cistern).
sounds like he didn't know what he was talking about. just to be sure, i'd ask your landlord or call up the company that owns the apartment building and ask them.

Exactly what I used and called the guy Adam Ly. Basically he said there wasn't much he could do because the apartment's water was private and he couldn't even test it without their permission
if it's their own private water source, it would have to be a well.

Nope water is completely free. Only pay electricity as everything in the apartment is electric.
