Hmm, i'm not too sure i agree 100% with that statement. However, in regards to aquiring rarer fish, i belive you are correct, but ONLY if the person has either ALOT of money or has GOOD connections.
When it comes to our LFS's compared to yours, you guys have, let's say 40 different american cichlids on the menu, where there is typically never more than 4-5 different cichlid species in a danish LFS.
You would have to know an owner of an LFS basically, and order straight from theire supplier, in order to aquire certain fish, that are for you americans, just a standard fish.
