In survival mode it would be most efficient to eat as low a trophic level as possible. You only get about ten percent transfer from level to level. (IE 100 lb primary producer, algae or plant material = 10 lb in primary consumer, herbivore fish or crustacean then from that = 1 pound of secondary consumer, predacious fish)

Tilapia or some kind of freshwater prawn or mussel would probably be most protein bang for your buck. Tilapia need warm water tho, if you live in NY then you would have to look into some aquacultured trout species that can be fed grain to achieve a similar feed conversion ratio.

Fish for food is folly. We are community creatures and need each other, especially in hard times. If you want to go solo and do subsistence farming, you cannot live in a city. It would be cheaper and more practical to plan for a certain downturn (is it a 2-week outage or are you looking at making it through a long winter with total government shutdown for 4 months). Store 4 cups of white enriched rice, 4 cups of pinto beans, and 2 gallons of water for every day you want to live. 375 lbs of white rice in a 55 gallon drum and 375 lbs of pinto beans in a 55 gallon drum will give you the caloric content to get a group of 4 (~2000 cal/day) through 53 days. It would take 13 oz of tilapia a day to match the protein from my beans and rice. While you worry about your LIVE stock and huge space used to house them, I will dedicate a much smaller space for my food (which can sit, with no work from me, for more than a decade).
 
Tilapia and Catfish... actually this is something my husband plans to do... though more so because he studied aquaculture and likes it as a hobby..

I live near water with lots of fish though, so I could just take out my kayak and fish for food if needed... though I'd bring my gun with me. A chicken coop and some chickens for food or eggs is also an idea. Having a garden is not a bad idea either. You can store rice and other food products and try out canning your own stuff too. There is a lot you can do. I have a survivalist book/guide that is an intersting read about these kinds of scenarios. I also have a survivalist how to book. You can pick up something like that too if you need a how to guide. I don't know the name of it off the top of my head.

Did they really?..I don't recall hearing about that but I did hear a few interesting things about FEMA.

A couple of popular species to aquaculture in Asia are the giant gouramy and climbing perch. These anabantoids survive in low DO environments and can be maintained on an algae and insect/insect larvae diet. These species are usually maintained in suspended floating cages so their nests aren't disturbed by other adults. Egg masses are removed and cultured in tanks or raceways. The young are fed on cultured algaes, euglenae, and micro-inverts.
