In survival mode it would be most efficient to eat as low a trophic level as possible. You only get about ten percent transfer from level to level. (IE 100 lb primary producer, algae or plant material = 10 lb in primary consumer, herbivore fish or crustacean then from that = 1 pound of secondary consumer, predacious fish)
Tilapia or some kind of freshwater prawn or mussel would probably be most protein bang for your buck. Tilapia need warm water tho, if you live in NY then you would have to look into some aquacultured trout species that can be fed grain to achieve a similar feed conversion ratio.
