Any device can be learning tool, or disruptive, depend on how and when you use it. Would it be disruptive to play a trumpet in a math period? And yes, kids can bring Psp, DS, or Game boy back in many moons ago, to school, as long as they're not using it during class. Have you seen or signed an Electronic Agrrement form prepared by a school district? Yes, it's prepared by a school district that covers K-12, not by each school (unless it's a private school) or each class, so there no such thing as vary school from school or class from class. Teachers may make up his/her own rule, address it at beginning of school year, but still can't enforce it when they want to, because that bears no legal. That's just his/her own feeling.

Don't blame your parents for your under achievement. Instead, credit them for your achievement, and man up to own your failure. Parents provide for you, put foot on the table, clothes on your back, shoes on your feet. What you chose to learn or listen is up to you. They can only guide you, but can't beat it into you. Be honest, don't you always feel that you're smarter than your parents, that you know everything, and they know nothing, that they're old fashion, obsolete? Yet, when you fail, it must be your parents fault, right? Well, irresponsible kid thinks it's the parents fault. Irresponsible teacher thinks it's the parents fault. Irresponsible parents think it's the society fault. Only responsible ones do their part, own up their mistake, and not blaming others

Well a trumpet isn't going off without notice, if it does, it's time for disciplinary action, which is what we're talking about.
