YES to adjusting levels
NO to blacking out your background, unless done naturally.
adjusting levels is one thing but not everyone can use photoshop the extent that others can and that is not fair to those of us who dont know how to use it or may not desire to use it. I can understand light editing and adjustments but not taking out things that you dont like that were in the photo or blacking out the background or things like that. This is not a photography site it may be a big part of photography but this is a fish forum photo of the month and it needs to be on a fair playing field.... if it were aquatic photography then my opinon on this would differ.... and I would agree to allowing it on that site as it is actually photography based.
