Chinese alligator lizards are available in the pet trade only as cbusa which there are some floating around from time to time. Your best bet would be a crocodile skink, they are semiaquatic and would do well in a 60 gallon.

A 3 foot lizard in a 60 gallon tank? I think you should re think that if youre advising this to be a permanent home for a water dragon. Maybe as a grow out, thats about as far it could be of use. The tank that is.
They can actually get very bulky (I had and seen several males that were huge), they are very active and they will use all space you will give to them. In my humble opinion if you trully want to give them a space in which you can observe them in near nature like behaviors, a small wardrobe size enclosure (which can be made out of a small old wardrobe) is needed at least.
