are these rocks safe?

If you notice rust on the rocks or on your glass, or brown algae forming, there are iron deposits in the rock.

Even if they look clean , they will leach.Look for this after they've been in for a little.

Worst I've ever had from that though is a serious algae bloom as it was feasting on the surplus iron.

now i am worried about the weight of the rock on a shallow sand bed. anyone care to enlighten me?

I put it on the scale which it didnt sit quite flat so i had to balance it. i got 13.5 a billion times but the highest i got was 15.

Water is heavy, so the tank is used to a lot of weight. The only thing I'd be really worried about is it badly scratching the glass or creating pressure points that could damage the glass. I put plastic egg crate under my really big rocks to even out the weight
 
my camera is screwed up or id take a pic. it has an almost square bottom measuring approximately 8"x6"
