arowana bottom fins and tail seem to be rotten help please

i had the outlet pointed down before. When it was down the aro's would swim towards it like they liked it. so i readjusted.

Is stress causing the fins to be that way?

only one of my aro's have this issue.
 
they also might be fighting. my arow is REALLY skittish when i walk to his tank, he jumps, rushes to the other side of the tank....ect.... i droped the water level 2 inches from the top of the tank....and now the guy seem perfectly fine....thats what I did.
 
is it fin rot?

i want to know what this is, opposed to treating it.
 
My Aro is Very Skittish. It Darts Around when ever i open the lid to feed, or even to siphon or w/c. just want to get this issue resolved.
 
to me....it looks like stressed induced.

you can see the bottom fraying a little bit, and the top. to me he looks stressed.
 
fin rot tends to have a white outlining on the fins then fades to red.
