That form is several years old. It's still used (basically) but, the governing agency has since been turned over to the NOAA. F&W will take your application and forward it to the NOAA. ...eventually.
the NOAA website says this:

For terrestrial or freshwater species, or land-based sea turtle activities, please contact the appropriate regional office of the U.S. Fish and Wildlife Service.

People were mentioning about never hearing any stories about legal Asian Arowanas in the USA after the ban. Back when I was still living in the Bay Area (late 1980's) I had a chat with a Fish Store owner and he said their was a man out of Berkeley who had a 1000 gallon tank with a school of Asain Arowanas (if I recall correctly either Red Tail Golden or Reds) that were brought in before the ban and he had to have a permit for these and was keeping them legally. Anyways if my recollection serves me correctly that is one story of legal Asian Arowanas in the USA after the ban. I always considered it an urban legend.

You're correct. Any asian aro already in end-user possession (customer) before the effective date of the ban were allowed to remain in possession. However, the sale or transfer of those specimens was made illegal by federal laws as stated above. As well as the sale or transfer of any spawns.

I don't recall mentioning anywhere or at anytime that this process would be easy or straightforward.
hence the "bureacracy" window!

I know what you mean.
feels like im at the California Department of Motor Vehicles :nilly: :wall:

Lol, I know, but I can dream right? It would make for a good conservation effort. I want to open my own LFS when I retire (I gotta make mi millions first!). I actually want to open a shop/exhibit. I plan on breeding show bettas and providing oddball rare fish. I will probably specialize in fresh water. It would be fun. Let's see what the future brings...

just change your location to something silly like my living room or planet earth then you can buy what you want and post pics :D
