How can i maintain a 7.0 ph?

Best to just match your tank pH to that of your tap unless it is at an extreme end of the scale. What is your tank pH? Your tap pH? Does your tap water change pH if it sets for 24 hours? depending on the answers to these questions you may need to use, crushed coral, driftwood, peat moss, or even a chemical pH stabilizer.
