bad case of fin rot, need help!!

Take the leporinus out. It could simply be coincidental the CK may have "inspect" the lungfish but the CK is still not cleared out regardless.

Chris is right which is why I did not affirm directly that finrot is there. It is there if the fins were already infected if not treated immediately prior to incidents involving nippy behavioral patterns.

A 5g bucket? The lungfish is 14". You cannot tell if it will attempt even jumping out of the bucket. A 5g bucket is too small for that. Personally, I would have suggested a tub, kiddie pool or large drum covered with fine netting or mesh.

You're going overboard with the copper treatment recommendation. Salt and water changes are all this lungfish needed.

Your plan to switch water to rain water is extremely dangerous. I am aware where Peewee lives. The water in that area usually is moderately hard, a big discrepancy from the low hardness by rain water. Honestly, I do not see the point why you are suggesting rain water for this minor issue. Note this issue is MINOR.

You cannot also suggest to him not to feed the fish foods. Foods are needed to boost its resistance against infections. A compromise cannot be done even to minor issues. Compensate that for water changes but not for the sake of keeping water parameters just to starve the fish. While a healthy fish can definitely do better with abstinence for a few days, I personally do not recommend that you starve an injured or sick fish. Again, compensate their wastes and food leftovers for water changes. You have NOTHING to lose from doing water changes on a daily basis until this issue resolves itself.
 
i'll take the leporinus out, i have this feeling at the back of my mind that he has something to do with this but really aint sure at all as i was asleep.
 
Those banded leporinus are mean, ornery little buggers. A 3" incher will harrass a full grown Oscar just for warm-up before lunch. He's my 1st guess (no matter how little time he's been in the tank).
 
i kinda suspect him but it's also kinda hard to say coz almost all inhabitants have some sort of torn fin or tail, including my aro. but silver dollars don't have them as well as the leporinus.
 
after hours of observing in front of the tank, i conclude that it's not fin rot....thanks everyone for the help, especially Lupin. sir your a very big help to me. i found out myself that this guy is very distructive. bit off a chunk of my WAL's tail, same is true with my bichirs, florida gar, fei feng and silver arowana. here is the culprit.
