The same internal organs of a normal sized fish are smashed into a much smaller body. Chances are they are prone to health issues and do not have the longevity of healthy, defect-free fish.
Exactly. As mentioned already they'd normally be culled by most (serious) breeders if they didn't die quickly in the first place, since such fry are generally weaker anyway. Occasionally one gets past you and survives and grows some, so you might feel sorry for it and decide to give it a chance as a fish you won't sell or breed (been there), but odds are against long term survival and health.

Since you're asking, my personal take is it's a novelty fish and I'm not a fan. Many species will throw the occasional short bodied fry, so there's probably the potential for a lot of different 'balloon' fish, but for me I don't see the point. There will always be differing opinions on various man made or selectively bred fish, but my take is intentionally breeding and propagating a structural deformity crosses a line and I wish the fad of balloon fish would go away-- my opinion.
