Not a Computer guru but can we accidentaly get House info from a IP address or at least a location/city/zip?

Is there a way to do so if someone actually falls through w/legal documents from authorities?

Being in forums for so many years I just can't stand scammers. Im a car forum moderator for a Honda site and we had to deal with this all the time especially with car parts. Surprised even fish forums have scammers lol.
