Algal bloom is often a result of too much lighting and excess nutrients. What plants do you have in your tank? They may help outcompete the algae for nutrients thus algal bloom can be avoided.

I don't have any plants. What kind should I get for it?

Fast growing and undemanding species will work effectively enough to outcompete the algae for nutrient consumption. Use hygrophilas, water wisteria, duckweeds (this is a very annoying pest to begin with), vallisnerias, elodea and hornworts.
 
i see. I misread. My bad.

That sucks. I know it can sometimes look cloudy if your carbons are old... but yeah wonder what the algae are feeding on.
