Best bottom feeders with CA/SA's?

A bichir isn't going to keep your sand clean.
 
I figured this. Nor will a rope fish. Although they are cool fish which reside in the lower portion of the aquarium they are not what im looking for. More suggestions.

Do eels clean the sand? I can see the same problem arising as with bichirs.

i thought you were looking for "a bottom dweller over an algae eater"? bichirs won't do a think for algae, but they will find and eat uneaten food. If your looking for a fish that will make a noticable difference in your algae, plecos are the only real option. But its like you said earlier, some plecos seem to poop more than they eat. Some kinds of minows like the flying fox have reputations for munching on algae, but i've never seen this.
 
The do ocassionally sift through the sand. The firemouth especially. However, as youll know they are very messy eaters, and enevatably the sand ends up covered in food, which goes to waste. This then polluted my water, so i am trying to reduce waste and pollution.

you might try kuhli loaches since your tank is bigger than mine. If you havent seen them, they are a funny looking eelish fish. Their noses remind me of moles. They dig and hide in the sand, and go all over the place looking for scraps. hide a lot during the day, but when the lights go out they'll come out and swim. they like groups, so probably 3 or more. the more there are the more active they'll be. I had three and saw them all the time, but then when I had to move one, the last 2 became way less active/visible. They wont go for algae, but definitely a scrap eater ime. Easy fish to find, and mine maxed out around 8 inches (about a year since I got him).
