Betta clamped fins and shivering

Cannot tell exactly but temp is little cold here
I saw him swimming erratically
 
What should I do for that
Should I add warm water in taht
 
As for the abnormal swimming - it could mean a range of things. Is his tank heated? Adding in warm water suddenly could shock the fish.
 
No tank does not have heater
I could sit there with him all day and pouring warm water per spoon every 30 sec
 
Long term no,is there a room in your house that's warmer which you keep his tank in until you get a heater? Starting a thread in the ''mini monster fish'' forum would also help you out,all the experienced betta keepers hang out there.

Update
I think it was swim bladder problem due to constipation
Treated him with salt bath and the I saw a brown poop after which he is fine
Thanks for support guys
