I'm sorry... So far he is either half moon, double tail, a mix of the two, delta tail, or blue.

Lol. I agree, he is blue.
He's not a half moon. Looks delta tail to me. He's got a lot of damage on the ends of his fins. Hopefully clean warm water will heal him up quick. He's very pretty.
Some of it is damage, but some of his fins are clear, and the clear areas are only at the edge of his fins. I plan on feeding 4 pellets a day, and I think the tank stays around 78 degrees. Will that be enough to heal his fins within a couple weeks?
The clear edges are new growth I believe. Plenty of water changes to keep the water clean and good food and he should heal right up.
I was so excited picking out a new fish I wasn't looking for fin damage. The one thing I did right was that I picked one of the prettiest Bettas from the store.
Will the all the spines grow back? (I think that's what they're called). I know the fin grows between the spines, and without those the fin can't regrow.
If the clear fins are new growth, then the damaged area is starting get to heal. Do the clear areas regain color?
