Well Just for comparison my 7' x 40" x 40" tank using 1" thick acrylic cost 5500 back in 2002 from Tenecor. My tank was custom with custom overflows on the back of the tank and the back wall was also custom drilled with 6 bulkheads.
That tank has thinner acrylic but that should not be a problem as you don't have one long sheet running the lenght of the tank except for the top where the pressure is much less.
So materials would be cheaper but a lot more labor putting that tank together.
MY guess new would be around 5 to 7K delivered from Tenecor. Other manufacturers would vary depending on quality.

As for water changes, do like me and build in a continous drip water changer. Much less work. For the deep parts, order a long 4 foot python. makes cleaning the bottom easy. Be sure to build this tank in so you can stand over it. A convential stand with hood would make this think all but impossible to service. To move or reach rocks etc... on bottom get a set of those aqua water tongs. I love mine and I can reach and pick up things off the bottom with ease.
Lighting for my deep tank is medium wattage Metal halide but some VHO flourcents would be fine as well. If no plants then even shop lights would work. Go wtih good bulbs to let the fish show thier colors.
