If fish were furry and cuddly I'm sure there'd be laws up in an instant to protect them. It seems most people don't care for anything they can't cuddle or walk.
I'm glad that my LFS usually always asks what size tank the fish are going into or how long the persons tank has been set up and will advise the people on other selections if their gear isn't setup properly for the certain fish they want. Not bad for a Big Al's But the petsmart by my place...ugh don't even want to get started on that one

and here our pet smart try to be smart and ask which i do think is a great foot in the right direction..but our walmart should not even have fish at all.
yea the walmart here is terrible. At least they don't sell pacu's or RTC's like I hear some do in the US, but they do sell ID Sharks and oscars. They also have barbs (look dyed 
) goldfish and plecos. One time I did see some OB Peacocks for sale.
